  • International Meeting



    On June 26-27, 2001 the International Meeting of defense industry and other concerned bodies of the Ukraine, Belarus and Russia with the participation of the European Union representatives was held in Moscow. The Meeting was organized on the initiative of the Federal Group for mine problem solution in the Russian Federation and the Public Fund "Center for mine problem solution and ammunition disposal and utilization". It was devoted to the problems of mines disposal and utilization and the lines of attack on these problems using Russian technologies developments.

    In the Meeting participated:

    - for the Russian Party: Colonel-General Nikolay I. Serdtsev, Chief of the RF MoD Corps of Engineers; representatives of the Russian Ammunition Agency, the Federal State Unitary Enterprise "SRPE "Bazalt", the Federal State Unitary Enterprise "Research Engineer Institute", the Close Stock Company "Research and Production Association "Ecodem";
    - for the Ukraine: the Ukraine Directorate of Corps of Engineers Chief; "Collaboration" Corporation; the State Research Institute of Chemical Industry;
    - for the Republic of Belarus: the Republic of Belarus Council of Ministers, the RB Armed Forces General Staff Directorate of Corps of Engineers; the Belorussian State Research and Production Concern of Powder Metallurgy;
    - for the European Union: the European Commission Representation in Russia.

    In the course of the Meeting the practical aspects of the PFM-1 and PFM-1S minelets disposal and utilization were considered and discussed and decisions aimed at this problem solution in Russia, the Ukraine and Belarus in the shortest possible time were made.

    The presentation of the technology patented in Russia for various types of mines disposal by the cementation method was conducted. The technology ecological safety statement was officially approved, as well as the RF independent organization approved the statement for the use of ammunition obtained after mines cementation process as explosive cartridges.

    On June 27, 2001 the participants and a team of correspondents visited the RF MoD Corps of Engineers firing range. The results of disarming KSF-1 cluster bombs loaded with PFM-1 minelets using the Russian technology were demonstrated, as well as the using of cluster as bore hole charges.

    The Russian Party suggested that the Ukraine, the Republic of Belarus and the European Union should become the participants (co-founders) of the International Public Fund "Center for mine problem solution and ammunition disposal" with the object of joint disposing of stockpiles and unexploded ammo and installed mines de-mining .

    On the Meeting competition the Protocol of intentions in co-operative activity was signed. In particular, the Parties stated the following:

    - in the Russian Federation, Ukraine and Republic of Belarus there are considerable stocks of various types of mines including those with expired guaranteed terms of storage;
    - in accordance with the Geneva and Ottawa conventions antipersonnel mines stocks are subject to disposal as "non-humane" kinds of ammunition;
    - today the technology of AP mines disarmament with its subsequent utilization as industrial explosives developed in the Russian Federation is of primary interest;
    - the mines disarmament (utilization) project realization if the Russian Federation, Ukraine and Republic of Belarus is feasible if there is finding;
    - it is reasonable to apply to the international community with the proposal to invite an international tender for AP mines stocks disposal and utilization technologies including the KSF-1 cluster munitions in the shortest possible time;
    - joint consultations on the mine problem should be held regularly at appropriate working group level.

    The Protocol was signed:

    - V.V. Korenkov, Director General of FSUE "SRPE "Bazalt", Vice-Chairman of the Public Fund "Center for mine problem solution and ammo disposal and utilization";
    - A.P. Maltsev, Director General of the Close Joint Company "Research and Production Association "Ecodem";

    For the Ukraine:
    - V.N. Filimonov, First Deputy Director of the State Research Institute of Chemical Industry;
    - M.T. Grischenko, Chief of Armament Directorate and Deputy Chief of the Ukraine Armed Forces Corps of Engineers;
    - N.G. Tsumbek, Technical Director of the "Collaboration" Corporation;

    For the Republic of Belarus:
    - S.M. Luchina, Chief of the Republic of Belarus Armed Forces Corps of Engineers;

    - A.F. Abrazhevich, Director of Ammunition Industrial Utilization Directorate of the Belorussian State Research and Production Concern of Powder Metallurgy;

    For the European Union:
    - H. Reponen, Counselor of the European Commission Representation in Russia.
